On September 17, 1787 - 39 of the 55 delegates at the Constitutional
Convention signed the new document known worldwide today as The United
States Constitution. Those who did not sign the document argued that the
Bill of Rights did not provide enough protection and freedom to the
American people. Others who were absent had various reasons including
