The locality of Cuartel V is located in the District of Moreno, belonging to the West Zone of the Conurbano Bonaerense, Province of Buenos Aires. It is there, where neighbors and neighbors are organized to solve various social problems, generating collective survival strategies in the absence, often in the absence of the State.In a climate of complex times, the territory of Cuartel V has historically been transformed into an epicenter of social and neighborhood organizations, which are currently grouped in a Council of Social Organizations where approximately 30 of them participate. The Council and its organizations have the purpose of constantly thinking about the territory, implementing socio-community projects in the territory and influencing public and social policies of the State to improve the quality of life and social welfare of the population.Thus, the experiences subsequently analyzed are of neighborhood organizations that make up the Council of Social Organizations and that historically, each one from its role, seek to respond to social emergencies.
